Worcester DA: Altered arrest report case is 'in litigation'

WORCESTER, Mass. – The Worcester County District Attorney addressed the scandal that led to the sudden resignation of the two highest ranking state troopers for the first time this week.

DA Joseph Early didn’t say much and refused to answer why his office asked for the police report to be altered after a judge’s daughter was arrested on OUI and drug charges.

“That's in litigation. I'm not going to speak to that right now. You know the AG's doing a review. We'll let the review handle itself and the case will handle itself in court,” he said.

Alli Bibaud was arrested on OUI and drug charges on Oct. 16 after a traffic stop on I-190 in Worcester.

In the following days, vulgar statements she allegedly made to officers were removed from the arrest report.

In the two months since, two troopers filed lawsuits claiming State Police Colonel Richard McKeon forced them to alter the reports or lose their job. McKeon retired early and Deputy Superintendent Francis Hughes resigned shortly after.

Bibaud, the daughter of Worcester County Judge Timothy Bibaud, allegedly offered sexual favors in exchange for leniency, but the official documents left that information out and a voicemail obtained by Boston 25 News showed whose order it was.

“You are to immediately code seven to the barracks, per the colonel. It’s an order from the colonel. It’s got something to do with an arrest report, umm, a judge’s daughter,” the voicemail said.

Early is not the only one to keep quiet in the months since the scandal. Judge Bibaud has also not spoken on the issue.

The Attorney General is investigating.
