Source: Lowell pit bulls that killed child were owned illegally

LOWELL, Mass. – The owner of two dogs involved in the tragic death of a 7-year-old boy were owned illegally, Boston 25 News has learned.

As we first reported Saturday, police say two pit bulls attacked the child after he somehow got into a fenced in yard.

As Boston 25 News reporter Stephanie Coueignoux has learned, the dogs were never properly licensed.

According to several sources, the owner of the pit bulls never registered the dogs with the city, instead keeping them illegally as pets.

The city requires dog owners to have a valid license for every dog 3 months or older and that license has to be renewed every year.

Before getting a license, the owner has to provide a valid rabies vaccination certificate signed by a vet.

One source told Boston 25 News that because neither dog was registered, both are being tested for rabies.

Police responding to the incident shot and killed one pit bull. The other is still with animal control.

Lowell City Councilor Rodney Elliott is now pushing for a ban on pit bulls, calling it a public safety issue.

Following a serious of pit bull attacks in 2011, he spearheaded the city's previous ban, which the state overturned. Elliott told Boston 25 News the illegal breeding of pit bulls has been a long-time issue for the city.

That proposal is being supported by animal rights organization PETA, which sent a letter to city leaders saying while many people might be surprised by their support. it's in the best interest of the animals themselves and the community.

The Middlesex County District Attorney is continuing to handle this investigation...and so far, no charges have been filed.
