Report: City rule changed to hire Massaro at DPW

BOSTON (MyFoxBoston.com) – The hand-picked hiring of Boston's Department of Public Works commissioner by Mayor Thomas M. Menino is coming under more scrutiny.
    
The Boston Herald reports that the mayor asked for the longstanding rule that required the head of Public Works to be an engineer be eliminated back in 2010 just before Joanne Massaro took the job.
    
The Boston City Council approved the move.

Massaro has come under heavy criticism for the handling of snow removal in Boston during the blizzard. She worked in the neighborhood development department and had no experience in dealing with plows or storms.
