MILTON, Mass. — State Police arrested a DCR Park Ranger who allegedly set up a pen camera to illegally videotape women using a unisex staff bathroom at the Houghton’s Pond Bathhouse in Milton.

Raymond McKinnon, 30, is charged with multiple counts of secretly electronically videotaping, photographing, or surveilling persons in a state of partial nudity, and possession of and placing a device to violate wiretap laws.
On July 30, troopers began an investigation into illegal videotaping of employees after another employee who was using the bathroom noticed the pen, with a small green light flashing, in the bathroom, positioned in the area of stacked milk crates containing supplies.
A DCR employee turned the pen over to police. After reviewing images captured on the pen and conducting interviews, and additional investigative measures, troopers established probable cause to suspect McKinnon as the person responsible for placing the camera in the bathroom.
“There is a video of the person who placed the camera, adjusting the camera/based on the forehead several people have identified that person as the defendant in front of you,” a prosecutor said.

On Saturday, troopers arrested McKinnon at his Hyde Park home. He was held on $50,000 cash bail. and was arraigned Monday in Quincy District Court.

At this point, police tell FOX25 their investigation indicates that the alleged crimes were isolated to McKinnon, a DCR ranger of more than a decade.
The pond was closed Monday as investigators met with staff members.
