GOP Sen. hopeful Winslow proposes national lottery

BOSTON (AP) - Republican U.S. Senate hopeful Daniel Winslow is proposing a national lottery to help ease the financial burden facing students trying to pay for a college education.

Winslow said the federal government currently spends about $96 billion a year on student loans and $40 billion on grants.

He said he'd like to increase the amount spent on grants by 50 percent, which he said would reduce the reliance on loans.

Winslow said he would pay for the changes with a federal lottery. He said his plan would have a provision to make sure existing state lotteries don't lose money.

He said his plan would also limit the growth of tuition from freshman to senior year to just under the annual increase in the consumer price index, which measures changes in the price of consumer goods.
